🏫 Learning
Alan Turing‘s 1950 paper opened with a caveat: “can machines think?” was too vague to settle scientifically. He offered a behavioral criterion of conversational indistinguishability: put a judge in simultaneous text conversation with a human and a machine, then ask which is which. The imitation game was not an exam of intelligence or soul.
Turing imagined the exchange over teleprinter, text only, so language alone carried the judgment. He estimated that by 2000 a machine might pass about 30% of five-minute trials. ELIZA, the 1966 chatbot used as a baseline in recent tests, scored about 23%.
A 2026 PNAS study (Jones, Rathi, Taylor, Bergen) ran the same three-party setup with current models (arXiv). With a humanlike persona prompt, GPT-4.5 was judged human 73% of the time, more often than the real human in the same session; LLaMa-3.1-405B scored 56%. But if you strip the persona, both fall to around 36-38%, UC San Diego researchers note.

🌐 Network Societies Update
On the southern bank of the Karnaphuli River in Bangladesh officials held a groundbreaking for the China Economic and Industrial Zone (CEIZ) on 27 July, ten years after a 2016 government-to-government agreement. The zone covers nearly 800 acres and targets electric vehicles, batteries, medical equipment, and electronics rather than the generic export-processing work in Bangladesh’s existing zones.
BEZA Executive Chairman Ashik Chowdhury said at the ceremony that more than 30 Chinese companies have committed roughly half a billion dollars to a site that, as of that morning, was still open ground. As The Business Standard also reported, supporting infrastructure runs January 2027 to December 2031. Officials cite $1.3 billion in eventual investment and 100,000 jobs as targets, not delivered outcomes.
🛠️ Parallel Institutions
The Shahed-136 kamikaze drone is best known from Ukraine. Bellingcat geolocated footage of the type striking villages in northern Mali, confirmed with Jeune Afrique: Inafarak on July 12, Talahandak on July 17. Both strikes hit commercial targets and footages captured at least one casualty.
Engine remains at Inafarak match the MD-550 four-cylinder two-stroke used across the Shahed family. An Africa Corps-linked channel labeled the footage Gerans; experts told Bellingcat Russian manufacture is quite likely, but the exact variant is still unconfirmed. Africa Corps, successor to Wagner (Russia’s private military force deployed in Mali since 2021), backs Mali’s armed forces (FAMa) against Tuareg rebels and jihadists.
These systems are cheap, expendable, and long-range, but lack in-flight target verification, raising civilian harm risk wherever armed groups and civilian populations overlap. The report is open-source documentation of the Ukraine-Sahel weapon stack.
The standard engineering response to a severed spinal cord has been to route around the body: a robotic arm, a pneumatic glove, an external actuator that the cortex drives but the limb does not feel. A Nature Medicine paper published 16 July describes the first attempt to bypass the injury. Where Ipê #45 NEO restored function through a glove, this reroutes motor and sensory signals through the limb itself.
The participant has C4/C5 tetraplegia. An implanted brain-computer interface decoded intended grip from cortical signals and routed commands to a spinal cord stimulator below the lesion; a second path returned touch from his wrist to the cortex. Reinforcement learning tuned the calibration in real time. Grasp success climbed from 27% to 87%, allowing him to feed himself using the hand. This trial was led by Feinstein Institutes.
Wrist sensitivity held two months after the device was off. The nervous system retained part of what it learned under the double neural bypass.

MAPC launched CommunityEV Carshare in late July, placing four Zipcar EVs at Beam Global solar off-grid charging stations across Boston, Chelsea, Framingham, and Quincy. Eligible residents pay discounted rates. The off-grid model requires no grid upgrade to operate.
On 27 July, Moonshot AI released Kimi K3 weights for free local use. Ranked third on Artificial Analysis‘s index behind only paid Claude Fable 5 and GPT-5.6 Sol Max, K3 leads every open alternative. For governments renting US model access, the sovereign AI math shifts. Chips and data centers stay a dependency.
“My family and I have no experience with college applications,” Guo Xinyan told Rest of World after this year’s gaokao. The 18-year-old used Alibaba‘s Qwen to sort her score, Shandong rank, and preferred majors into a shortlist of options. Private coaching can cost thousands; the bots are free.
